Monster memory
Even as a maze must have walls to define the paths, minotaurs have these mighty leaders to define their roles and places. Only those who have mastery of maze, weapons, horns, hooves, and power can ever aspire to this position. Then the merely mighty are killed in the competition to fill the rare void in power. The result is a leader whom only the foolish question.
