They seem to hasten sickness recovery slightly, at least when blessed, but they do not prevent last fever attacks.
During testing, an anomaly was noticed wherein characters wearing the necklace survived those attacks with fewer than 15 HP on multiple occasions. Even blessed amulets generally won't prevent death caused by sickness, however.
The necklaces do make rabid dog corpses edible (and they were rather nutritious, at least 2x normal corpse value), implying that (the otherwise undifferentiated) illness of rabies is the only sickness the necklace is intended to provide resistance to. More testing may be required to see if the necklace specifically provides resistance to the sickness attacks of rabid dogs, and whether it provides resistance to sickness caused by other consumables.
Uncertain, but given that it does not protect much if at all against sickness in general, the item is probably useless. It is not a big goal for most players to be able to eat the corpses of rabid dogs.
They can be obtained in the same manner as all random loot.
