Potions of Booze have three main uses:
and, well, getting the character drunk.
Of these, the wand recharging property is by far the most desirable trait of the potion, especially for non-spellcasting characters, as they can make much more use of wands of teleportation or wands of magic missiles or any useful wand in this manner. Even a spellcaster will definitely benefit from keeping booze around to fuel a wand of paralyzation or other wands carrying powers the spells known cannot duplicate.
As with most items, they can be found randomly in dungeons, found as monster drops, found in Miscellaneous [General] and Potion shops, or received upon starting the game (if you are the right Class, for example a gnomish healer or a Merchant specializing in potions).
If the game is started on December 31st, the player starts with around half a dozen blessed Potions of Booze - handy for Mindcrafters.
You can also give Beggars around 40 gp, in return for your kindness they might drop a potion of booze (or you get a rumor and need to pay again).
There is no potion per beggar limit, though it may reduce your chances, one game has been played where the player recieved 3 potions of booze from one beggar led to Terinyo from 7 attempts with 50 gold each.
