Rings of ice may protect all of the PC's items (both equipped items and items in the PC's backpack) from fire damage, although this depends heavily on the ring's B/U/C status: blessed rings have a ~95% chance of providing protection per turn of fire damage, whilst uncursed might work if two are worn. Cursed rings are useless.
The most reliable protection (99%+ chance) can be achieved by wearing a blessed ring of ice on both hands.
Rings of ice almost always appear as mithril rings when unidentified.
Desirability[]
Useful throughout the game, as there are many monsters and traps which can deal fire damage. Particularly useful in the Tower of Eternal Flames, though wearing even 2 blessed rings will not provide complete protection.
Guaranteed/Common sources[]
The dwarven mystic will give a ring of ice to PCs of neutral alignment. They also can be generated in the same manner as all generic loot.
Whilst not nearly a guaranteed (or indeed common) source, a particular statue can generate two rings of ice for a PC.
