Scrolls of balance are a tool to pinpoint your current alignment. The PC receives a vision of a scale; on one side of the scale there will be a number of black or white stones, signifying chaos and law respectively, with the number of stones indicating how far towards either direction the PC is tending. It's possible for both scales to be empty; in this case the PC is perfectly neutral with no tendency to either side. L+ and C- alignment start at 5000 stones of either color; the maximum number of stones respectively is 10000 black stones or 6000 white stones.
Cursed scrolls will give inaccurate readings, which can ignore those maximums (e.g. 6271 white stones).
This is not a very important item. Usually the category of your current alignment displayed in the bottom right is all you need to know. The most practical application of their divining magic is probably to find out whether an act you just performed had an effect, and how much - in connection with another scroll or an amulet of order.
