I got a total of 153 of them from the 20K times I cast create item. So I would guess so.

Doesn't sound like a very high drop rate... Kicking down doors gives "on-demand" sticks then :) 08:53, 23 July 2009 (UTC)
Actually, that's a fairly decent drop rate. To compare, I got around maybe 50 spellbooks total, 18 cooking sets, and around 30 plain blankets? I can't remember any other item quantities I got, and I'm on the wrong computer to check. But it's fairly decent as a drop rate.
